The Secretary, assisted by a number of QGOSM's staff members, assumes the following duties and responsibilities:

1- Prepare, in coordination with the Director General, a draft agenda for every BoD meeting.

2- Maintain a file for every meeting of BoD including items covered by the agenda and respectively related documents, and circulate such papers to the Members of BoD at an ample time ahead of the meeting(s) in question.

3- Note down minutes of every meeting covering a summary of all discussions held and decisions taken by the BoD.

4- Receive inc-coming mail to the BoD, prepare the same for submission to the BoD, before circulation to the concerned destinations.

5- Draft memos, correspondence and Statements required for the activities of BoD.

6- Consider other issues and matters as assigned to him.

   
 

The Control and local Auditing Unit: is concerned with the following:

   
 

1- Control and scrutinize all revenues and expenditures of QGOSM and develop the annual auditing plan for QGOSM's Departments/units.

2- Regularly audit all financial practices/vouchers and procedures of tenders invited for by QGOSM's, and ensure that agreements are concluded with due reference to the legislations in force.

3- Prepare and implement administrative and financial inspection programs; monitor administrative and financial operations, verify observance by all staff members of office hours; record violations, and file reports involving recommendations and proposals that can help to prevent the causes of malfunction (if any) at QGOSM's level.

4- Oversee the implementation of periodic and surprise stock taking of stores and safe custodies; verify the soundness of financial practices, furniture, tools, equipment, premises and motor vehicles placed in custody of QGOSM as well as the integrity of funds compared to the authentic book registrations.

5- Supervise the implementation of QGOSM's annual budget and the preparation of relevant closing account.

   
 

Units Reporting to the Director General

 

Secretariat  of  Director General:

   
 

The secretariat Office of the Director General is headed by a secretary (senior clerk) reporting directly  to the Director General. The Office is concerned with the following:

 
  1. Maintain a suitable filing system and archives of the Office's documents.
  2. Receive in-coming mail and submit the same to the Director General.
  3. Circulate mail and memos to the concerned departments and units.
  4. Prepare memos and correspondence as assigned and arrange activities of the committees chaired by the Director General.
  5. Notify the departments/units of the Director General's directions and keep him informed in terms of any progress made therein.
   
 

Planning and Follow Up Unit:

   
 

Apart form the duties and assignments Stated in the Emiri Decision No. 1 of 1998 regarding the Establishment of the Planning Council, the Planning and Follow Up Unit undertakes the following:

 
  1. Set the guidelines for individual QGOSM's draft plans and programs and communicate the same to QGOSM's key departments/units.
  2. Receive the draft plans of QGOSM's key departments/units and coordinate the preparation of QGOSM's business plan.
  3. Follow up applicatation of the approved plans and programs, identify applicatation problems and difficulties, and recommend suitable ways for solving such problems and difficulties.
  4. Draft periodicfollow up reports on the operation and achievements of QGOSM's key departments/units in the light of the reports raised by these departments/units.
  5. Draft annual reports on QGOSM's operation.
   
 

Legal Affairs Unit:

   
 

The Legal Affairs Unit is concerned with the following:

 
  1. Propose legal advice and comments on matters and issues related to the operation of QGOSM.
  2. Draft and formulate the legislative tools associated with QGOSM's sphere of action.
  3. Conduct legal researches and studies related to QGOSM's field of operation.
  4. Prepare and formulate drafts for the agreements entered thereinto by QGOSM.
  5. Conduct necessary investigations towards any violations blamed on any QGOSM's personnel and draft necessary memos reporting the findings of such investigations along with suitable claims and legal opinions.
  6. Follow up litigations over any disputed cases involving QGOSM with any party, take necessary measures, draft suitable memos, and follow up relevant proceedings and the application of any verdicts and resolutions made therein.
   
 

Technical Information Unit:

   
 

The Technical Information Unit is concerned with the following:

 
  1. Collect and maintain archives of local, Arab, regional, and international standards.
  2. Supply manuals, reference-books, publications and circulars related to QGOSM's scope of activity, and set up a suitable system for access and borrowing of the same.
  3. Initiate and develop QGOSM's on-line information network and ensure suitable compatibility with parallel data-link facilities in GCC bodies.
  4. Coordinate the exchange of information with the Arab and international standardization bodies.
  5. Arrange and distribute circulars and publications prepared or received by QGOSM as per the applicable rules and regulations.
  6. Distribute and sell the QSs and their specific catalogue in accordance with the approved rules and regulations.
  7. Arrange local and overseas training courses held in the field of standardization and Metrology.
  8. Follow up the application of regional and international agreements in the field of Standardization and Metrology, in coordination with the Legal Affairs Unit and other competent authorities operating in this field.
 

Each QGOSM's Department is run by a Head who is responsible before the Director General for assuming the management and running the affairs of his respective department as well as the follow up of its activity progress, and in particular:

1- Supervise and coordinate among all sections reporting to his department.

2- Propose decisions and regulations necessary for the development of the department's operation.

3- Propose the draft budget allotments for the department.

4- Take executive decisions and sign documents tofinalize/pass various transactions within the scope of his assigned duties.

5- Determine and propose suitable training needs of the department's staff.
