a- The Directorate-General consists of the Director
General along with four units reporting directly thereto.
b- QGOSM has a Director General appointed under a decision by the
BoD. Under the supervision of the BoD, pursuant QGOSM's Clear-cut
Strategy, and within the scope of his delegated powers, the Director
General administers and runs all QGOSM's technical, administrative
and financial matters in line with the established regulations and
within the framework of annually authorized budget. His functions
and responsibilities cover the following, namely:
1- Setting agenda for the BoD and following up the application of
decisions made thereby.
2- Generally supervising the operation of QGOSM's technical,
financial and administrative departments.
3- Ensuring effective and smooth progress of QGOSM's operation and
file suitable reports to the BoD.
4- Proposing QS intended for approval by the BoD.
5- Drafting QGOSM's annually estimated budget as well as its closing
account.
6- Proposing the issuance of applicable quality marks and laboratory
approval to demanding parties.
7- Contacting the concerned standardization and metrology
organizations in the GCC States for maintaining mutual coordination.
8- Receiving information, Statements and/or documents relating to
standardization and metrology and reporting the same to the State's
competent authorities, when required.
9- Any other tasks assigned to him by the BoD as per the provisions
of this Law.
Units Reporting to the Director General
1- Secretariat of Director General:
The secretariat Office of the Director General is headed by a
secretary (senior clerk) reporting directly to the Director General.
The Office is concerned with the following:
1. Maintaining a suitable filing system and archives of the Office's
documents.
2. Receiving in-coming mail and submit the same to the Director
General.
3. Circulation of mail and memos to the concerned departments and
units.
4. Drafting memos and correspondence as assigned and arranging
activities of the committees chaired by the Director General.
5. Notifying the departments/units of the Director General's
directions and keep him informed in terms of any progress made
therein.
1. Planning and Follow Up Unit:
Apart form the duties and Stated in the Emiri Decision No.1 of 1998
regarding the setting up of the Planning Council, the Planning and
Follow Up Unit is entrusted to do the following:
1. Setting the guidelines for individual QGOSM's draft plans and
programs and communicate the same to QGOSM's key departments/units.
2. Receiving the draft plans of QGOSM's key departments/units while
coordinating the preparation of QGOSM's business plan.
3. Following up applicatation of the approved plans and programs,
benchmarking applicatation-related implications then, recommending
workable solution for such implications.
4. Drafting periodic follow up reports on the operation and
achievements of QGOSM's key departments/units in the light of the
reports raised by these departments/units.
5. Drafting annual reports on QGOSM's operation.
2. Legal Affairs Unit:
The Legal Affairs Unit is concerned with the following:
1. Proposing legal advice and comments on matters and issues related
to the operation of QGOSM.
2. Drafting and formulate the legislative tools associated with
QGOSM's sphere of action.
3. Conducting legal researches and studies related to QGOSM's field
of operation.
4. Preparing and formulating drafts for the agreements entered
thereinto by QGOSM.
5. Carrying out necessary investigations towards any violations
blamed on any QGOSM's personnel and drafting necessary memos
reporting findings of such investigations involving relevant claims
and legal opinions.
6. Following up litigations over any disputed cases involving QGOSM
with any party, taking necessary measures, drafting suitable memos,
while following up relevant proceedings and the application of any
verdicts and Decisions made therein.
3. Technical Information Unit:
The Technical Information Unit is concerned with the following:
1. Collecting and maintaining archives of local, Arab, regional, and
international standards.
2. Supplying manuals, reference-books, publications and circulars
related to QGOSM's scope of activity, and setting up an online
system for the access and borrowing of the same.
3. Initiating and developing QGOSM's on-line information network and
ensure suitable compatibility with parallel data-link facilities in
GCC bodies.
4. Coordinating with the Arab and international standardization
bodies for the exchange of information
5. Arranging the distribution of circulars and publications prepared
or received by QGOSM as per the applicable rules and regulations.
6. Distributing and selling the QS and their specific catalogue in
accordance with the approved rules and regulations.
7. Arranging local and overseas training courses held in the field
of standardization and Metrology.
8. Overseeing the implementation of regional and international
agreements in the field of Standardization and Metrology, in
coordination with the Legal Affairs Unit and other competent
authorities operating in this field. |
