INTRODUCTION

 
  • Standards are a major corner stone to Economy and Commerce , they promote comprehensive works, which leads to cuts in expenses , opening more markets , and introducing new industries that are built on modern technology.

 
  • The current situation of the world economy requires strong unified standards in conformance with the international standards , to help modernizing the production capabilities which , leading to increase in marketing and exports to the Arab and International markets.

 
  • In shadow of this vital environment, it has become necessary to adhere to the use of standards as a basis for competition, The time is right to lay new strategies for specifications and quality, which can be translated to future executive activities.

THE VISION

 

In this era of growing world trade, and dramatic innovations in communications and information , the need for standards has never been greater, on all levels ,economic , social , and humanitarian. That is in turn requires us to take a milestone , a giant step in that field , which will be for the good of the whole nation through

 
  1. Helping us conquer new markets and frontiers in this fast-pace open market , in which the competition is fierce , and the highest quality always wins.

  2. Integration in the Arab and International Commerce , through free trade without any unjustified technical barriers.

  3. Technical basics for the safety, health and welfare of the citizen and are environment-friendly.

  4. Creating an economic environment that favors integration and supports investments , using advanced technology.

 

To reach this vision on all levels:

The National Vision :

 
  • To adopt the largest number of international standards

  • To participate , with the technical committees of the international organization for standardization ( ISO ) in preparing the standards.

  • Forming technical committees, from the consumers, businessmen, manufacturers, and government agencies to study and prepare such standards for all fields.

  • To get the QGOSM accredited by the ISO 9000.

  • Establishing a national inquiry office in the authority to respond to all inquiries of the members of the World Trade Organization.

  • Designing a national quality mark , and implementing standards on all imported goods, through the country of origin declaration ( SUPPLIER DECLERATION)

  • Establishing the Qatari accreditation council.

  • Implement programs for accrediting national labs.

  • Training and qualifying employees to work with the ISO 9000.

  • Preparing data bases for all inquirers through the internet.

  • Establishing bilateral agreements with international organizations for standardization.

  • Implementing information technology systems in administrative and technical area of the Organization.

  • Increasing the number of Qatari standards by forming technical committees and adopting international standards.

  • To allow easy flow of national goods to the other countries, after they meet international standards.

  • Increase awareness of standards .

   
 

2- The Vision on the Arabic Level:

 
  • To standardize Arabic countries specifications, and unleashing the Arabic Standards Charts.

  • Approving Arab standards as national standards .

  • Inspection in any Arab country , Accepted in any Arab country.

  • Endorsing the labs certified in other Arab countries.

  • Banding all standardization organization of Arab countries together with a electronic net ( Arabnet ) with the help of Arab Organization for Industrial development.

  • Activate the Arab bilateral agreements in standardization.

   
 

Main values on the Arabic level :

 
  • Easy flow of Arabic goods among all Arab countries with no barriers.

   
 

3- Vision on the International level:

 
  • Coordination with relevant international organizations in the field of information , experience and training exchange.

  • Participating in the international committees in setting the standards.

  • Adopting some of the international standards.

  • Connecting QGOSM systems with the international electronic circuit ( ISO NET ).

T H E M I S S I O N

  Te mission of the authority on the National , Arabic , And International levels :
 
  • Upgrading the quality of goods and materials , and guaranteeing its quality.

  • Facilitate commercial trade without any unjustified barriers.

  • Assist the consumers in selecting the good quality merchandise.

  • Building awareness among the layers of the state about the vitality of standards , using all available means of media .

Objective (1) : Prepare and approve the standards in coordination with the specific areas.

   
 

Secondary Objective : To adopt the International and Arab standards as Qatari standards .

   
 

Time Table : the year 2004

   
 

Objective (2) : Implementing standards to improve the quality of Qatari products.

 

Indications : A Issuing and approving certificates of conformity to standards .
B - Issuing the Qatari Quality mark.
C - Establishing the Qatari Accreditation Council.
Secondary Objectives : Obtaining the international accreditation.
Time Table : year 2004 2010

   
 

Objective (3) : Implementing the system of accrediting private labs according to the ISO 17025.
Secondary Objectives : Qualifying the government labs according to the international standard ISO 17025.
Activities : Train the employees and make them ready to be internationally registrar.
Time Table : year 2004 2005

   
 

Objective (4) : Implementing the TBT agreement of the WTO.
Secondary Objective : Establishing a National Inquiry Point ( NEP ) .
Activities : Providing technical consultations to facilitate entry of Qatari products internationally.
Time Table : year 2004 .

   
 

Objective (5) : Promoting awareness of the activities of standardization in all concerned areas.
Indications : Introducing these concepts to all government bureaus.
Secondary Objectives : Launch a special internet site for the authority.

  1. Issuing a special magazine about standards & Metrology .

  2. Issuing guiding and educational periodicals.

  3. Participation in all occasions and international festivals and exhibitions.

  4. Arranging media meetings about standardization in the different media outlets.

  5. Propagating guiding information through Television and Radio.

Objective (6) : Recruiting experts and technicians in the field of standardization.
Indications : Speeding the development of the organization’s works in all fields.
Secondary Objectives : Providing technical consultations to all industrial and governmental sections and consumers.

Objective (7) : Implementing technological information systems in the functions of the organization.
Secondary Objectives : Sending and receiving standards , documents and paperwork over the electronic mail.
Time table : we expect the use of paper works to run the organization’s functions to be absolute before the end of the year 2007 .
